Dayak Punan Knocked out of the Indigenous Forest

Punan Dayak community is considered to be victims of land disputes with the company. This suggests that the location of the company's licensing procedure that does not match the exit of their own indigenous forest.

Society of Punan Dayak Punan village and Village Dulau Ujang, District Sekatak, Bulungan, East Kalimantan parliament had filed complaints related to the annexation of their ancestral forest area of 68,000 hectares by the timber company PT Intracawood Manufacturing. Previously, they reported the same to the Office of the Governor of East Kalimantan.
Rusman revealed, although PT Intracawood Manufacturing has a permit forest concessions (HPH) issued government does not mean the right of the people is ignored.
"The Dayak Punan were already living there before the company went. They should have been questioned, the company is even looking for a shortcut, "said Rusman.
According to the plan, the council will call the Office of Forest of East Kalimantan, Bulungan Government, and representatives of PT Intracawood Manufacturing to resolve land conflict issues in Punan village Dulau and Sonny's. "Next week we will have meeting," said Rusman and Iwan.
Intracawood start reaching indigenous forest and Punan Dulau Ujang since 1988. Armed with permission from the Ministry of Forestry concessions, they controlled the Punan Dayak indigenous forests without socialization and approval from the local community.

Masyarakat Dayak Punan dinilai menjadi korban dalam konflik lahan dengan perusahaan. Ini menunjukkan bahwa pemberian izin lokasi kepada perusahaan tidak sesuai prosedur sehingga masyarakat tersingkir dari hutan adat mereka sendiri.
Hal itu disampaikan Ketua Komisi II
DPRD Kalimantan Timur Rusman Yaqub seusai menemui perwakilan masyarakat
adat Dayak Punan di Kantor DPRD Kaltim, Kota Samarinda, Selasa (13/3).
”Ini bukti izin yang dikeluarkan hanya di atas meja, tetapi tak sesuai
realitas di lapangan. Seharusnya pemerintah tahu, di areal itu ada
masyarakat adat yang tinggal,” kata Rusman.
Masyarakat Dayak Punan
dari Desa Punan Dulau dan Desa Ujang, Kecamatan Sekatak, Kabupaten
Bulungan, ini mengadu ke DPRD Kaltim terkait pencaplokan hutan adat
mereka seluas 68.000 hektar oleh perusahaan kayu PT Intracawood
Manufacturing. Sebelumnya, mereka melaporkan hal serupa ke Kantor
Gubernur Kaltim.
Rusman mengungkapkan, meskipun PT Intracawood
Manufacturing sudah mengantongi izin hak pengusahaan hutan (HPH) yang
diterbitkan pemerintah pusat bukan berarti hak masyarakat diabaikan.
”Masyarakat
Dayak Punan itu sudah lebih dulu tinggal di sana sebelum perusahaan
masuk. Seharusnya mereka ditanyai, ini malah perusahaan cari jalan
pintas,” tutur Rusman.
Rencananya, DPRD Kaltim akan memanggil
Dinas Kehutanan Kaltim, Pemerintah Kabupaten Bulungan, dan perwakilan PT
Intracawood Manufacturing untuk menyelesaikan persoalan konflik lahan
di Desa Punan Dulau dan Ujang ini. ”Minggu depan kami akan agendakan
pertemuannya,” ucap Rusman dan Iwan.
Intracawood mulai merambah
hutan adat Punan Dulau dan Ujang sejak 1988. Dengan berbekal izin HPH
dari Kementerian Kehutanan, mereka menguasai hutan adat Dayak Punan
tanpa ada sosialisasi dan persetujuan dari masyarakat setempat.
Kepala
Lembaga Adat Dayak Punan Kecamatan Sekatak Jonidi Apan mengungkapkan,
setelah perusahaan masuk, masyarakat Dayak Punan tidak lagi dapat
berburu dan terpaksa menanam singkong dan menangkap ikan di sungai untuk
memenuhi kebutuhan hidup. Padahal Dayak Punan merupakan suku yang biasa
berburu dan meramu.
Mukhlis, Pelaksana Divisi Kehutanan Departemen Kelola Sosial PT Intracawood, mengakui, larangan berburu dan pemanfaatan hasil hutan yang dipasang perusahaan bukan ditujukan untuk masyarakat adat Dayak Punan, melainkan untuk warga dari luar Punan Dulau dan Ujang.(ILO)
