National Dayak Customary Council (MADN) West Kalimantan asked the government to review the placement plan 4.000 families  of  transmigration in  the District border.

, including the border," said West Kalimantan Governor Cornelis in Pontianak, on Monday.

According to him, one of the basic consideration is the unresolved determination of spatial plans Kalimantan.

Besides, he added, in the border region there are many protected forests and other areas. "Later, who is willing to pay for the land, so it is not as easy as people say," Cornelis said.

He warned, committed the transmigration program should also be clear. "Do not even wait to be a burden (area)," said the Governor.

National Dayak Customary Council (MADN) West Kalimantan asked the government to review the placement plan 4000 family heads in transmigration areas in the District border.

"The government needs to assess and evaluate the current conditions related to the carrying capacity of the land and forest in West Kalimantan border. Do not directly put someone new on the border with the condition of the land capacity is limited," said Deputy President MADN Kalbar, BL Atan Palil in Pontianak, on Tuesday ( 12/3).

According to him, the policy may lead to conflict of the existence of local communities that have been hard pressed by the use of oil palm plantations and industrial timber plantations in the area of ​​other uses.

He added that the number of people in West Kalimantan border about 2.3 million inhabitants. In the meantime, there is the presence of seven companies holding concessions, the three plantation companies, and five oil palm plantation companies.

"Most of the area along the border is a conservation area of ​​protected forest, production forest, and the other uses a small area," he said.

He is concerned, the placement will affect the ecological resettlement to these areas. For example, the use of timber in large scale, and impacts to the local community who have been hereditary living around forest areas and benefit.

"In 1986, there was resettlement in the Sungai  Dangin, Sanggau. This needs to be evaluated," he said.

He emphasized that if the current state of human resource related, natural, social, economic and cultural rights are not observed, the policies that are "top down" that could pose a new problem for the existence of indigenous peoples and the border area as a terrace NKRI.

Pemerintah Provinsi Kalimantan Barat meminta penghentian program penempatan transmigran ke wilayah itu termasuk rencana penempatan di kawasan perbatasan dengan Sarawak, Malaysia Timur.


"Untuk sementara itu belum ada, termasuk perbatasan," kata Gubernur Kalbar Cornelis di Pontianak, Senin.

Menurut dia, salah satu dasar pertimbangan adalah belum tuntasnya penetapan rencana tata ruang wilayah Kalbar.

Selain itu, ia menambahkan, di kawasan perbatasan banyak terdapat hutan lindung maupun kawasan lainnya. "Nanti siapa yang mau membayar tanahnya, jadi tidak segampang orang ngomong," kata Cornelis.

Ia mengingatkan, komitmen dalam program transmigrasi juga harus jelas. "Jangan malah nanti jadi beban (daerah)," kata Gubernur.

Majelis Adat Dayak Nasional (MADN) Kalimantan Barat meminta pemerintah untuk mengkaji ulang rencana penempatan 4.000 kepala keluarga dalam program transmigrasi daerah perbatasan di Kabupaten Sanggau.

"Pemerintah perlu mengkaji dan mengevaluasi kondisi terkini terkait daya dukung lahan dan kawasan hutan di perbatasan Kalbar. Jangan langsung menempatkan orang baru di perbatasan dengan kondisi daya dukung lahan yang sudah terbatas," kata Deputi Presiden MADN Kalbar, BL Atan Palil di Pontianak, Selasa (12/3).

Menurut dia, kebijakan itu dapat memicu konflik mengingat keberadaan masyarakat lokal yang sudah sangat terdesak oleh penggunaan lahan perkebunan kelapa sawit dan hutan tanaman industri di areal penggunaan lain.

Ia menambahkan, jumlah penduduk perbatasan di Kalbar sekitar 2,3 juta jiwa. Sementara itu, ada keberadaan tujuh perusahaan pemegang HPH, tiga perusahaan hutan tanaman, dan lima perusahaan perkebunan kelapa sawit.

"Sebagian besar kawasan sepanjang perbatasan merupakan kawasan konservasi hutan lindung, hutan produksi terbatas, dan sebagian kecil areal penggunaan lain," ujar dia.

Ia khawatir, penempatan transmigrasi akan berdampak secara ekologis terhadap kawasan-kawasan tersebut. Misalnya penggunaan kayu hutan dalam skala besar, serta berdampak kepada masyarakat lokal yang telah turun temurun hidup di sekitar kawasan hutan dan mendapat manfaatnya.

"Pada tahun 1986, pernah ada transmigrasi di Sungai Dangin, Sanggau. Ini perlu dievaluasi," kata dia.

Ia menegaskan, jika kondisi terkini terkait sumber daya manusia, alam, sosial ekonomi dan budaya tidak dicermati, kebijakan yang sifatnya "top down" itu dapat menimbulkan persoalan baru bagi eksistensi masyarakat adat dan kawasan perbatasan sebagai teras NKRI.
