Meskipun Sabah dan Sarawak telah merdeka dan menjadi bagian dari federasi Malaysia lebih dari seperempat abad, tetapi hubungan Federal States hampir tidak pernah sepi dari berbagai gejolak.
Situasi ini setidaknya membawa dua implikasi utama.
Pertama dalam konteks internal Malaysia, baik stabilitas maupun instabilitas kawasan Sabah dan Sarawak akan mempengaruhi keutuhan Federasi Malaysia.
Kedua, Sabah dan Sarawak merupakan titik temu (center point) dari empat anggota ASEAN (Malaysia, Brunei Darussalam, Filipina dan Indonesia).
Ini berarti stabilitas atau instabilitas di kawasan itu akan menjadi faktor penentu situasi di kawasan Asia Tenggara.
Pada tahun 1963 Sabah dan Sarawak, yang masing-masing memiliki pemerintahan sendiri, akhirnya menyetujui pembentukan Federasi Malaysia bersama Singapura dan Federasi Semenanjung Malaya berdasarkan rekomendasi dari Cobbold Commision dengan syarat
"Malaysia should be regarded by all concerned as an association of partnersm combining in the common interest to create a new nation ...."

Although Sabah and Sarawak became independent and became part of the federation of Malaysia more than a quarter century, but the relationship Federal States almost never deserted from the turmoil.
This situation brings at least two major implications.
First in Malaysia internal context, both stability and instability of Sabah and Sarawak region will affect the integrity of the Federation of Malaysia.
Second, Sabah and Sarawak is the meeting point (center point) of the four members of ASEAN (Malaysia, Brunei Darussalam, the Philippines and Indonesia). This means that the stability or instability in the region will be the deciding factor the situation in Southeast Asia.
In 1963, Sabah and Sarawak, each of which has its own government, finally approved the establishment of the Federation of Malaysia with Singapore and the Federation of Malaya peninsula on the recommendation of the Cobbold Commission on the condition
