Datuk Dr. Jeffrey Gapari Kitingan is a politician from the state of Sabah in Malaysia. He was born in the town of Kota Marudu and graduated from Harvard University (John F. Kennedy School of Government). His brother, Tan Sri Datuk Sri Panglima Joseph Pairin Kitingan, is also a politician.

He is known to be a controversial politician, having been detained under the infamous Internal Security Act on suspicion of plotting to secede Sabah from the federation of Malaysia. He is also known to have switched political parties a number of times, being a former member of Parti Bersatu Sabah (PBS), Parti Bersatu Rakyat Sabah (PBRS), Parti Angkatan Keadilan Rakyat (AKAR Bersatu), and United Pasokmomogun Kadazandusun Murut Organisation (UPKO).

In 2003
, he applied to join the United Malays National Organisation (UMNO) but his application was rejected.
He was a Vice President of Parti Keadilan Rakyat until his resignation from the position on 28 October 2009. Despite speculation that he might leave the political party, his aides have maintained that he will remain as a member.

In 2010, Jeffrey founded a NGO named "United Borneo Front (U.B.F)", which aimed to strive the rights of Sabah and Sarawak in accordance to 20-point agreement and Malaysia Agreement that contained in 7 Borneo Agenda.
In the Malaysian General Election 2008, he challenged his brother Tan Sri Datuk Seri Panglima Joseph Pairin from Barisan Nasional-Parti Bersatu Sabah at the Keningau Parliamentary Constituency, but lost.

Ia dikenal sebagai seorang politisi kontroversial, yang telah ditahan di bawah Undang-Undang Keamanan internal terkenal karena dicurigai merencanakan untuk memisahkan diri dari federasi Sabah Malaysia [2]. Ia juga diketahui telah beralih partai politik beberapa kali, menjadi mantan anggota Parti Bersatu Sabah (PBS), Parti Bersatu Rakyat Sabah (PBRs), Parti Keadilan Rakyat Angkatan (AKAR Bersatu), dan United Pasokmomogun Kadazandusun Murut Organisation (UPKO). Pada tahun 2003, ia diterapkan untuk bergabung dengan Organisasi Nasional Melayu Bersatu (UMNO), tetapi permohonannya ditolak. [3]



Dia adalah
Wakil Presiden Parti Keadilan Rakyat sampai pengunduran dirinya dari posisi pada 28 Oktober 2009. Meskipun spekulasi bahwa ia mungkin meninggalkan partai politik,para pembantunya telah menyatakan bahwa ia akan tetap sebagai anggota Pada tahun 2010, Jeffrey mendirikan sebuah LSM bernama "Pembela Borneo Bersatu  (UBF)", yang bertujuan untuk mengupayakan. hak Sabah dan Sarawak sesuai dengan perjanjian 20-point dan perjanjian Malaysia yang terkandung dalam 7 Agenda Kalimantan.

Dalam Pemilihan Umum Malaysia 2008, dia menantang saudaranya Tan Sri Datuk Seri Panglima Joseph Pairin dari Barisan Nasional-Parti Bersatu Sabah di Keningau Konstituen Parlemen, namun kalah.

State chairman of the State Reform Party (STAR), Jeffrey Kitingan, said Sabah, though freed from the colonial British in 1963, is actually “practically” still under colonisation today.
He said this can be tested with a simple political arithmetic: “We are free if we are free from colonisation or outside power. You are an independent country if you are free to plan and decide your own fiscal policies.”
Likewise, he said a country cannot consider itself independent if its own people do not have the power to elect or choose their own leaders.
“If Sabah is a free country then it must continue to have the unfettered power to appoint its own chief minister. Currently, this power has been usurped by Umno…” he said in his address at a Borneo tea-party at Kampung Patau in Tambunan recently.
